简要规则描述：本项目位于浦东新区张江镇，主要工作内容为：为有效遏制电气火灾多发势头，推动居（村）民建筑及社区公共区域电气安全隐患排查整治，拟通过公开竞争性磋商方式选取一家第三方专业公司，对区域内的居（村）民家庭用电安全情况及社区公共区域电气安全隐患进行全面检查,并广泛开展安全用电宣传教育活动，普及安全用电常识。（具体详见第三章采购需求书）

Brief Specification Description: This project is located in Zhangjiang Town, Pudong New Area. Its main work contents are: In order to effectively curb the frequent occurrence of electrical fires and promote the investigation and rectification of electrical safety hazards in residential (village) buildings and community public areas, it is planned to select a third-party professional company through open and competitive consultation to conduct a comprehensive inspection of the electrical safety situation of residential (village) households in the area and the electrical safety hazards in community public areas, and extensively carry out publicity and education activities on safe electricity use to popularize common sense of safe electricity use. (For details, please refer to Chapter III Procurement Requirements)

合同履约期限：自合同签订之日起至2025年10月30日止。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

（4）本项目不允许转包。
